The world has changed hugely since the days of Joseph Stalin, but in this cartoon for The Times Peter Brookes suggests that a 'mini-me' President Putin is trying to turn the clock back.

And if you ask me he's none too wide of the mark.

Because ever since the reforming days of glasnost and perestroika when President Gorbachev urged his fellow Russians and communists to adopt a more open political culture, the old empire has fallen into the hands of gangsters and tyrants.

And while Russia has not quite regressed into totalitarianism once again there is plenty of evidence to suggest that it is fast becoming a one party state dominated by a one man personality cult in President Putin.
